Tom will be speaking on the subject of “GMA and Water” on a panel with Sharon Haensly, attorney for the Squaxin Island Tribe, at 9:00 a.m. on Friday, November 15, 2019. The 2-day seminar starts on November 14th at the Seattle Hilton Hotel. Tom’s specific topic will include an update on ESSB 6091 remedies to the Hirst and Foster decisions and GMA/water supply issues for urban and rural development.

Tom Pors will be Speaking at the WSBA ELUL Section Mid-Year on May 11

Tom has been invited by the Washington State Bar Association’s Environmental & Land Use Law Section to speak at its mid-year meeting about the newly passed Hirst fix and streamflow enhancement bill, ESSB 6091. He will be on a panel with Yakama Indian Nation tribal attorneys Shona Voelchers and Kate Marckworth. The title for this one-hour seminar is “ESSB 6091: Hirst “Fix” or Flawed Approach to Water Resource Planning and Streamflow Protection?”

The ELUL mid-year meeting will be held at Suncadia on May 10 to 12, 2018. Tom’s panel will be presenting on Friday, May 11th at 1:15 p.m.

I was proud to co-chair the leading annual water law seminar in Washington State the last two years. This year, I will be moderating a panel of distinguished speakers at LSI’s Water Law in Washington seminar on July 25, 2017 in Seattle. The panel topic is, “Local Water Resource Planning after the Hirst Decision.” There is a lot to talk about, because the Legislature’s ability to pass a capital budget in its 3rd extra session currently hinges on adoption of a fix to the Hirst case and its impacts on local development. Distinguished panel members include Joe Mentor with the developer perspective, Jean O. Melious with the environmental perspective, Assistant AG Alan Reichman with the state government perspective, and Kittitas County Commissioner Paul Jewel with the local government perspective. Tom will be speaking at a King County Bar Association CLE on March 31, 2016 in Seattle. The half-day seminar covers environmental issues involving drought and fire, and also features Mitch Friedman of Conservation Northwest, Dr. Crystal Raymond of Seattle City Light, Peter Dykstra of Plauche and Carr LLP, and Sharon Haensly of the Squaxin Island Tribe.

Tom’s one-hour topic is “The Impact of Instream Flow Rules and Supreme Court Decisions On Water Availability and Land Use.”

2015 Water Law Seminar Agenda is Set

I am very excited about co-hosting this year’s annual Water Law in Washington seminar by Law Seminars International. We have a stellar line up of professional speakers and will cover numerous current issues of interest to water law practitioners, water users and resource managers. Beginning with an optional “Water Law 101” presentation on the fundamentals of water law, the conference will have a special focus on recent decisions addressing drought year water rights permitting and management, in-stream flow rules and the rural water supply dilemma, recent cases addressing the intersection of land use
and water rights law, and the role of science in water management.

Tom has been a frequent speaker at Law Seminar International’s annual water law seminar, including 1996-98, 2008, 2011-12, and 2014. This year he will co-chair the seminar on July 27 & 28, which will feature panels on drought year water management, challenges to instream flow rules, rural water supply strategies, the intersection of water rights and land use, and science vs. the precautionary principle, in addition to the usual updates on new developments in the courts, PCHB and the legislature.
